I agree the current situation is that F# is a programming system, incorporating both a language and tools.

Over time we will progress toward a separation of these concerns. This has already been happening over the last year, e.g. the informal language specification is a step in this direction (see [link:research.microsoft.com]).

I'd imagine that books about F# will on the whole simply treat F# as a programming system, leaving the reader to make distinctions.
