there is an F# mode for MonoDevelop. unfortunately, it isn't really mature. i had to hand - copy several files into different system folders (under linux - no idea if it works under windows at all), but still it won't work, obviously because it just tries to call "fsc", what also doesn't work for me, despite having run the shell script provided somewhere on monoproject.org.

KDE >=3.3 (?) now comes with ocaml syntax highlighting support that can be used in standard-editors like kate, i bet it could also be modified easily to fit F#.
