This is a bug in F# 1.1.13.8, but has already been fixed in our internal tree. A new version is in preparation (as indicated on my blog). Thanks for reducing it to a minimal repro.
I have a suspicion the bug will go away if you turn optimizations on (-O3). Have you tried that?

i'll just step back to F# 1.1.12.5 for the moment

hi,
i just ran into some strange error defining a recursive local function.
i compiled it down to this piece of sample-code:
let foo x = let rec bar () = let f a = a in () in bar ()error: convert_bind, converted bar.
i have absolutely no clue whats going on there. somehow it seems to be related to the existance of the f - function and the actual call of bar (), but still i don't understand the problem.
* tested with F# 1.1.13.8 on mono 1.1.17.1
