Not quite. UI.Next HTML combinators (in WebSharper.UI.Next.Html) can be used both on the client and on the server, and they include basic event handling as well.

This said, you only get reactive support and other convenience functions for client-side use (via the further inclusion of client-only namespaces such as WebSharper.UI.Next.Client, etc.), though - these are discussed here.
