For some reason the static file module and handler were missing. After adding them it works fine.

Thanks for resolving this, Daniel. I am wondering if this is a problem that is still present for newly created projects and can be fixed at the template level. Is it? If so, could you elaborate? I would be glad to file it as an issue ( [link:bitbucket.org] ) and fix for everyone.

Oddly enough "static content" is a feature of IIS that can be optionally installed. Apparently I didn't include it when I installed IIS. It adds the needed handlers/modules.

Did the files from Scripts/ folder get deployed?

I'm running within Visual Studio, so no deployment is necessary. The IIS application points to the development files.

Does the JavaScript console say anything?

The JS console is empty. I tried it in IE + developer tools and Chrome too. Same result. It looks like the JS files are being served up, but they're empty. I haven't a clue how that can happen.
