The F# runtime for SL5 is included in the MSI mentioned in Don's post, but I've occasionally seen it not work as expected. Sometimes launching the installer again will resolve the issue.

If that doesn't work, you can find the files here. The files in this zip should be placed in the 32bit Program Files directory under ..\Microsoft F#\Silverlight\Libraries\Client\v5.0\.

For F# 2.0, See forum answer at this link for a solution.

For F# 3.0, the software is only in developer preview at the time of writing.

The F# team recently made a new drop of the F# compiler that has yet to be merged into FSharp github repo. That said, I'm not certain whether or not that includes a Silverlight 5 runtime or not.

A Release of the FSharp.Core binaries built from the FSharp github repo for Silverlight 5 RTW are now available at the F# cross-platform packages and samples project on CodePlex.

For integration with Visual Studio projects copy the binaries to folder:
%Program Files%\Microsoft F#\Silverlight\Libraries\Client\v5.0\

Please note: the released binaries are unsigned and not strong named. Instructions for manually building the binaries with a strong name are included with the release notes.
